About the New Partners
• Mark Grafton brings a deep understanding of land use law, real estate transactional law, commercial litigation, and strategic planning, which he combines to get the deal done. His ability to connect legal frameworks with business objectives has made him a trusted advisor to developers, community institutions, and private property owners. His current practice frequently involves navigating the increasingly complex interaction between state and local land use regulations. He’s been a frequent speaker and contributor on issues surrounding Florida’s landmark affordable housing legislation known as the Live Local Act. Mark serves on the Board of History Miami and has served in various leadership roles with the Urban Land Institute.
• Liana Kozlowski guides landowners and investors throughout all stages of property development, from performing due diligence to obtaining the land use and zoning approvals needed to realize a property’s optimal value. Over the past decade, she has helped clients throughout South Florida secure approvals for complex waterfront projects, navigate hotel redevelopment within historic districts, and implement termination and redevelopment strategies for aging condominiums. Her practice also extends to post-approval permitting and regulatory matters, including building code and accessibility compliance. Liana has been recognized as a Florida Super Lawyers® “Rising Star” (Land Use & Zoning, 2023–2024), one of The Best Lawyers in America “Ones to Watch” (Real Estate Law, 2024–2025), and a Florida Trend Legal Elite Notable Attorney (2025; Real Estate/Land Use).
