Liana Kozlowski is a Partner at Shubin Law Group and a member of The Euclid Group. She represents landowners and investors throughout all stages of property development, with a particular emphasis on redevelopment in coastal areas, hotel development and operations, redevelopment within historic districts, and land use approvals for educational institutions. Her practice also extends to post-approval permitting and regulatory matters, including building code and accessibility compliance, as well as appellate proceedings.

An experienced land use and zoning attorney, Liana has advised on waterfront redevelopment, luxury residential and Class-A office projects, special area plans, and condominium terminations and redevelopments. She works closely with clients and local officials to obtain approvals for complex projects while navigating regulatory and community considerations.

Before joining Shubin Law Group, Liana practiced at Greenberg Traurig and Bilzin Sumberg. Earlier in her career, she worked for eight years as a journalist for The Miami Herald, which informs her ability to distill complex issues clearly for clients and decision-makers.

  • Successfully represented Mariner’s Bay Condominium Association before the City of North Miami, which granted the land development approvals necessary to terminate the aging 46-unit waterfront condominium. The approvals from the Planning and Zoning Board and City Council enabled the association to proceed with a bulk sale – a result that now serves as a precedent for similarly-situated condominium associations.
  • Representation of Fisher Island Day School, a prestigious private K-8 school, in obtaining land use approvals, allowing the school to expand its facilities on Fisher Island and increase its student enrollment.
  • Successfully represented Sunbeam Properties in securing significant amendments to a development agreement and the regulating plan governing Sunbeam’s plans to transform a 12-acre waterfront site in North Bay Village with a 7.2 million-square-foot mixed-use project.
  • Successfully represented WMB Resources, LLC in securing approvals for a new 50,000-square-foot mixed-use development in Miami Beach’s Sunset Harbour neighborhood. Obtained Planning Board and Design Review Board approvals and secured two height-related variances for the five-story project.*
  • Represented Sunstone Hotel Investors, Inc. in connection with securing land use entitlements from the Miami Beach Planning Board and Historic Preservation Board to allow the renovation and rebranding of the Confidante Hotel.*
  • Successfully represented Related Group in obtaining various land use approvals to permit the construction of a 382-unit mixed-use development in the City of North Miami. Representation included navigating a complex conditional use permitting process specific to properties within the city’s transit station overlay district.*
  • Advised a luxury hotel owner on various accessibility matters to ensure compliance with the Americans with Disabilities Act and successfully negotiated an amendment to an existing consent decree, streamlining the owner’s remediation obligations.*
  • Represented a New York–based developer and its investors in securing historic preservation and land development approvals for the unification and redevelopment of three iconic South Florida hotels, including a zoning text amendment permitting construction of a high-rise residential tower.*
