Integrated Strategy. Local Insight. Statewide Impact.

At Shubin Law Group, our land use and zoning practice operates in seamless collaboration with The Euclid Group, our affiliated planning and development consultancy. Together, we provide a uniquely integrated platform by combining the insight of attorneys, former mayors, city planners, and government officials with the technical skill of legal advocates. We help clients navigate Florida’s complex regulatory landscape and unlock the full potential of their properties.

From Miami’s urban core to Tampa Bay’s waterfront and Palm Beach County’s growing corridors, we represent developers, investors, and property owners across every asset class, including mixed-use, multifamily, industrial, educational, hospitality, and waterfront projects. Our team brings decades of experience guiding high-value development and redevelopment through all phases – from due diligence and entitlements to permitting, negotiation, and, when necessary, litigation and appeals.

What We Do

Our lawyers and consultants work together to deliver creative, strategic, and legally sound solutions across the full spectrum of land use and zoning matters:

  • Comprehensive Entitlement Strategies – Securing zoning approvals, variances, conditional uses, and development agreements for residential, commercial, and institutional projects.
  • Redevelopment and Waterfront Projects – Advising on coastal and waterfront redevelopment, resiliency planning, and adaptive reuse of historic and aging properties.
  • Live Local Act and Workforce Housing – Guiding developers through Florida’s evolving Live Local Act and related “glitch bills,” including entitlement strategies and litigation for workforce and attainable housing.
  • Educational and Institutional Development – Counseling schools, universities, and nonprofit institutions through campus master planning and permitting.
  • Public-Private Partnerships (P3s) – Structuring and negotiating complex development arrangements between private entities and municipalities, including infrastructure agreements and community benefit components.

Our Edge

Few firms combine the same depth of legal experience and government perspective. Several of our attorneys and consultants have served as city attorneys, mayors, and local government advisors, offering firsthand knowledge of how decisions are made at the municipal level. This insider understanding allows us to anticipate challenges, engage effectively with staff and elected officials, and position our clients for success in politically and technically complex matters.

Through The Euclid Group, our clients also gain access to urban planning and development strategy services, providing a full suite of capabilities that extend well beyond traditional legal analysis. Whether addressing a master-planned community, revitalizing a downtown corridor, or repositioning an underperforming asset, we deliver coordinated strategies that balance development goals with community priorities.
